The mission of the Planning and Community Development Department is to promote sustainable Community development and ecological functions, and to expand the Tribe's capacity to exercise its sovereign rights, through planning, analysis, education, and implementation.
The Department carries out many functions including:
Economic & Community Development: Working to enhance the Swinomish Indian Tribal Community's quality of life by creating a positive business climate that leads to job creation and the retention and enhancement of existing businesses.
Environmental Science: Water Resources Program is committed to protecting the health and welfare of the Tribal Culture, the Community, and the natural environment by preserving, conserving, restoring, and enhancing the Reservation environment through the collection and analysis of high quality natural resource data and facilitating environmentally sound resource management, planning, policy development, and community outreach.
Environmental Compliance & Management: Protection of the environment and human health on the Swinomish Reservation through management and regulation of uses and activities. Programs include: protection of indoor and outdoor air quality, management and clean-up of solid and hazardous waste, planning for hazardous incident response, control of invasive species, regulation of impacts on shorelines, sensitive areas and other natural resources, environmental ordinance and policy development and environmental review.
Geographic Information Services provides accurate information, assistance, support, and maintains and creates information to aid in the development of maps and data analysis to support Departmental activities and issues.
Permitting is the review, including inspections, of activities occuring on the Reservation to assure that the activities are being carried out in accordance with the Tribe's Ordinances and Regulations. The Planning Office oversees the permitting of: land use activities; Building & Mechanical/Plumbing; Demolition; Tribal Environmental Protection Act; Shoreline and Critical Areas; Burning; On Site Septic;
Planning & Land Use develops and administers Reservation wide land use planning including: Comprehensive Plan, Transportation Plan, Forest management plan, Lot Line Adjustment; Zoning & Zoning Variance; Planned Developments & Subdivisions.
