JULY 12, 2020 - ESTATE SALE COVID-19 REQUIREMENTS

All persons conducting retail operations must strictly comply with the COVID-19 safety requirements below.

1. Conduct estate sales outdoors in an area where air circulates freely.

2. Discourage unnecessary touching or holding of goods prior to purchase and removal of goods from the premises.

3. Arrange contactless pay options.

4. Customer traffic management

a. Limit customer access to displays of goods in order to maintain six-foot physical distancing requirements.
b. Place distance markers such as cones or other objects or markings in order to maintain six-foot physical distancing requirements for customers waiting to enter the display area. Assist and monitor customers waiting to enter.
c. Arrange the flow of customers to eliminate choke points and reduce crowding. Mark high traffic areas with six-foot markers to maintain physical distancing requirements.
d. Place conspicuous signage alerting customers to the six-foot physical distancing requirement, and policy on face coverings.
e. Sneeze guards or other barriers should be placed at all fixed places of potential interaction between customers and those conducting the sale that could be less than six (6) feet.
f. When possible, establish hours of operation that permit access solely to high-risk individuals as defined by the Centers for Disease Control (CDC).

5. Sanitation

a. Frequently sanitize high-touch areas.
b. Ensure operating hours allow downtime for thorough cleaning of areas touched by customers.

6. Safety and health requirements

Anyone conducting an estate sale during the COVID-19 pandemic has a general obligation to provide safe and healthy premises in accordance with Swinomish Tribal law, and comply with the COVID-19 safety practices below.

a. All estate sales are required to post signage at the entrance to their location to strongly encourage or require their customers to use cloth face coverings when at the estate sale.
b. All those conducting an estate sale are strongly encouraged to make face coverings available to customers and are strongly encouraged to require customers to use face coverings when in the store.
c. Provide adequate hand-sanitizer and encourage hand sanitizing.
d. Anyone conducting an estate sale should ensure frequent and adequate hand washing or sanitizing by those conducting the sale, with adequate maintenance of supplies. Use disposable gloves where safe and applicable to limit transmission on items that are shared.
e. Anyone conducting an estate sale should screen themselves and anyone assisting them for signs/symptoms of COVID-19 at start of each day of the sale. Make sure anyone stays home or immediately goes home if they feel or appear sick.

JUNE 24, 2020 - SWINOMISH INDIAN TRIBAL COMMUNITY FIREWORKS REGULATION

Pursuant  to  Swinomish  Senate  Resolution  2020‐05‐119  and  STC  15‐02.060,  the Swinomish Senate Fireworks Committee (“Committee”) hereby issues Swinomish Fireworks Regulation 2020‐01 for the Summer 2020 fireworks sales season.

Swinomish  Senate  Resolution  2020‐05‐119  classified  retail  fireworks  sales  as  an  authorized essential business activity if and only if conducted in compliance with a Senate‐approved safety plan. Fireworks Regulation 2020‐01 is that plan. The purpose of Fireworks Regulation 2020‐01 is to enable Wholesale and Retail Permit holder sales while also safeguarding the Swinomish community against unacceptable health and safety risks associated with COVID‐19.

**VIOLATION  OF  ANY  PROVISION  OF  THIS  REGULATION  IS  A  VIOLATION  OF  THE  SWINOMISH FIREWORKS CODE, AND MAY SUBJECT THE INDIVIDUAL VIOLATOR TO CIVIL PENALTIES  UNDER  STC  15‐02.250.  REPEATED  VIOLATIONS  OF  THIS  REGULATION  BY  RETAIL  PERMIT HOLDERS MAY RESULT IN THE LOSS OF ESSENTIAL BUSINESS ACTIVITY STATUS FOR RETAIL FIREWORKS SALES, RESULTING IN THE TEMPORARY OR PERMANENT SUSPENSION OF ALL SALES.**

JUNE 16, 2020 - A MESSAGE FROM THE SWINOMISH HOUSING AUTHORITY BOARD

To help alleviate financial burden during the partial closure of many of our offices and businesses, the Swinomish Housing Authority Board elected to waive rental payments for Housing Authority rental tenants. Payments will resume as normal for August, unless the Housing Board again decides to waive rents at the July Housing Board meeting.


May 5, 2020 - PHASE 1 CONSTRUCTION RESTART

Although the Swinomish Indian Tribal Community “Stay Home" order is still in effect, the Swinomish Senate implemented a limited Phase 1 Construction Restart, which authorizes activity on existing construction projects (those with an issued permit as of March 23rd) that can be performed while maintaining the six-foot social distancing, and remain in compliance with the Phase 1 Construction Restart COVID-19 Job Site Requirements.

May 4, 2020 - A MESSAGE FROM THE KUKUTALI MANAGEMENT BOARD

The Swinomish Indian Tribal Community and Washington State Parks would like the public to know that Kukutali Preserve State Park will not reopen to the public on May 5th and that park access continues to be restricted until further notice. The Swinomish Tribe and State Parks have co-owned and co-managed Kukutali since 2014 in the first-ever such partnership. The Tribe and State are working on updated management and public access practices in light of the COVID-19 public health crisis in an effort to ensure the greatest level of protection to Swinomish tribal community members and the public, and request everyone’s help to respect and adhere to the ongoing restrictions. The Tribe and State expect to announce updated management and access measures within the next two weeks.


April 1, 2020 - SWINOMISH TRIBE WAIVES LATE FEES AND INTEREST ON 2020 USE & OCCUPANCY TAX PAYMENTS RECEIVED BY MAY 30

In recognition of financial hardships caused by the COVID-19 pandemic, the Swinomish Tribal Senate today approved a 30-day waiver of all late penalties, charges, and interest for first-half 2020 Trust Improvement Use & Occupancy Tax payments by individual taxpayers.

March 25, 2020 - SWINOMISH TRIBAL SENATE PASSES STAY-AT-HOME RESOLUTION

In order to protect our community, the Swinomish Senate this morning passed a STAY-AT-HOME RESOLUTION. This Resolution requires all residents of the Swinomish Reservation to stay in their homes, except under limited circumstances.

For two weeks, all residents must stay in their homes except to:

We understand this order requires sacrifices in these extraordinary times. We are a strong people and have weathered many great challenges since time immemorial. The Senate is asking for your help to stop the spread of the virus by limiting contact between people. Thank you for taking these important steps to protect our loved ones.


March 24, 2020 - TEMPORARY SUSPENSION OF TALLAWHALT MORTGAGE PAYMENTS

Due to COVID-19 and the Public Health Emergency, the Tallawhalt Committee and Senate approved a temporary suspension of Tallawhalt mortgage payments for three months (April, May and June), with the three payments deferred to the end of the mortgage. There will be no assessment of late fees and there will be no collection on delinquent accounts. The Tallawhalt Committee will review the temporary suspension in June to determine if additional time is warranted.
